Appointing Inner Rulers
Exodus 18:21 - A Neville Goddard interpretation

Scripture Focus
Biblical Context
Exodus 18:21 instructs appointing capable leaders from among the people who fear God, tell truth, and hate greed, to govern at various levels of authority.
Neville's Inner Vision
Within your consciousness there is a cabinet, chosen by the I AM, to govern the day. Fear of God becomes reverence for the I AM—an inner posture that prevents slipping into foolishness. Truth means alignment with your highest principle, so your thoughts speak truthfully. Hating covetousness is detachment from the lure of appearances; the mind learns to no longer chase possession, but to rest in abiding presence. When these rulers are installed over thousands, hundreds, fifties, and tens—the vast to the minute—your entire mental field is ruled by disciplined states. They are not external men but your inner dispositions ruling every thought, impulse, image, memory. The action of selecting them makes you aware that you are the I AM, that you choose your inner leadership. As you dwell there, you discover that your life moves in harmony with those states, your outer world reflects the inner order you set. The posture of leadership is the posture of awareness itself.
Practice This Now
Close your eyes and picture a council of three inner rulers—Fear of God (reverence), Truth (clarity), and Detachment from covetousness (non-attachment)—seated within you. Say, I appoint you to govern my thoughts today, and feel their calm authority directing every impulse and choice.
