God shall be with thee means the divine presence manifests as your awareness when you delegate inner work to those who fear God, are truth tellers, and hate covetousness — traits you cultivate in quiet practice. The people are your thoughts and impulses; the causes are the conditions you choose to align with divine law. By teaching inner ordinances and showing the way you walk, you train your own reactions, setting up laws by which you respond. Place over them rulers of thousands, hundreds, fifties, and tens as inner departments: discernment, truth, integrity, justice, and practical judgment. Let them judge small matters; bring the great questions to your higher self; thus the burden eases and your life rests in peace. Do this, and you shall endure, and all parts of your being go to their place in peace.
