Hatred is a state of consciousness you shelter within; when you resist or oppose the truth of your own being, you invite a mirror of that resistance into your experience. The I AM does not punish it from without; it simply reflects your own inner decree. If you dwell in hostility or fear, you will meet 'haters' on the stage of life as conditions that echo that inner decree. To Neville, God is awareness; the law operates by likeness: what you feel and imagine you are, you encounter. Thus 'repayment to his face' is your inner face-to-face with a belief you have projected. The moment you revise that belief, choosing to see yourself as beloved, whole, and unthreatened by judgment, the inner atmosphere shifts and the outer world rearranges to match the new mood. Remember: righteousness and justice are acts of alignment with the I AM, not punitive acts from an external deity.
