'People' are inner states; 'men, women, and children' map adult will, living imagination, and the innocent, teachable self. The 'stranger within thy gates' is the unknown aspect of self waiting to be brought under the sway of your I AM. When it says they may hear, learn, and fear the LORD your God, it means allow your I AM to speak through your thoughts, to learn by disciplined feeling, and to stand in reverent confidence toward the Law as it expresses as order in your life. To observe to do all the words of this law is to translate inner understanding into outward action and consistent habits. The promise that their children may hear and fear the LORD as long as you live in the land points to an enduring inner kingdom—your lasting state of prosperity—won by covenant loyalty to the I AM. By this inward hearing, discernment cultivates steadfast obedience and wisdom.
