The covenant is not limited to those present. It includes those not here as well, signaling the universal scope of the divine agreement within the inner life.

Neville's Inner Vision

Here the writer declares that the covenant is not an external contract between a few faces, but an inner alignment that binds the whole of consciousness. The one 'standeth here with us this day' represents your active awareness in this moment, while the one 'not here with us this day' reveals the unseen parts of you you have not yet brought to light. In Neville’s terms, the 'LORD our God' is the I AM that fills all, and the covenant is the act of assuming a state of unity with that presence. When you accept that this law operates universally, you stop seeking outside recognition and begin living from the assumption that all are present in your inner vision. The oath becomes a personal commitment to your inner integrity: you are already in covenant with every aspect of life because they are all ideas within your consciousness. Practice this by turning your attention inward until you feel the whole of creation standing with you before God.
