Within you, the Levites are the inner ministers—the faculties of perception, memory, and conscience—who testify to the whole Israel of your being. When they speak with a loud voice, they are not issuing external orders but awakening your current state of consciousness. The crowd (your outer worries, conditions, habits) is moved into alignment by the certainty of inner truth. To apply Neville’s method, hear the proclamation as if it were true already; assume the state that corresponds to the covenant you seek. Speak the inner decree and feel it as real; revise any fear or lack by returning to the I AM that you are. The act of declaring is a revision of self, not a request to circumstance. As you entertain the Levites’ voice, you reconstitute your inner climate, and the world without follows suit by reflection. The verse invites you to let your inner government speak with authority to every part of your being and to trust that such volition creates the conditions it proclaims.
