In the teacher within you, the land is your consciousness and the LORD thy God giveth thee to possess it is your I AM. To set apart three cities of refuge is to decree three fixed states of awareness where the mind can retreat from guilt, fear, or bite of impulsive reaction. The road you divide across the land represents three steady paths of attention: justice at work without bitterness, mercy that forgives and rises in love, and covenant loyalty—a steadfast awareness that you are already beloved by the Source. When disturbance arises, you can flee to one of these inner refuges, thereby neutralizing the power of the past slayer. Your imagination becomes the road, and your practice—consistent feeling and recognition of being the I AM—creates the sanctuary. As you dwell in these states, the perceived threat diminishes, and peace returns to the land you possess. The act of separation is a conscious arrangement of consciousness that births safety and alignment.

Imaginative Act: Close your eyes and erect three inner cities of refuge within your mind. When fear or guilt arises, revise the issue into one city and feel it settled there as done; then step into the calm of that refuge.
