The passage says you have not yet entered rest or inheritance. When you cross into the land, a sacred inner sanctuary is established where God's name dwells; you bring offerings and vows there.
Neville's Inner Vision
I do not reach a distant land; I enter a rest I am already. When I cross the Jordan of doubt and stand within the land of settled consciousness, the rest is not a future gift but an inward condition. A place is chosen by my I AM—my awareness—where the name of God dwells as the living flame of attention. In that inner sanctuary I bring all that I command: my thoughts, my worship, my vows. The burnt offerings and heave offerings become the consistent acts of gratitude and focus I maintain toward my desired state. The enemies that haunted me vanish when I dwell safely in this awareness; threats dissolve into memories I observe rather than react to. By this revision, the 'land' becomes mine by I AM’s choosing, and the rest is constant, not a momentary escape. I assume the state of rest and hold it in imagination until it feels real; then that inner sanctuary shapes every outward event as I dwell in it.
