Neville's Inner Vision
On the surface, the decree sounds like a rule. In the Neville Goddard sense, the 'Gentiles turned to God' are states of consciousness that have awakened to the I AM. The injunction to abstain from pollutions of idols is a discipline you impose upon your thoughts—a decision to withhold reverence from anything that pretends to be the Life outside of you. The call to refrain from fornication, from things strangled, and from blood becomes inner standards: do not let sensational forms or over-familiar identities drain your energy from the One Reality. When Moses is said to be read in every city, remember that the Law of your own being is continuous, found in every moment as you attend to your inner Sabbath—the stillness in which you know yourself as the truth that cannot be separated from God. The outward decree points to an inner practice: you quiet your mind, re-center in I AM, and imagine the Gentiles—the raw energies of life—turning toward God by your awareness. The imagination, rightly governed, makes this decree real.

Close your eyes and declare inwardly: I AM the ruler of my life; I choose to abstain from idol thoughts and to direct all energy toward knowing God within. See the Gentile energies turning to God as you hold this awareness for a few breaths and let it feel real.
