By appointing these captains you establish order in the inner army; you declare that your inner awareness will govern, not impulse. This is self-government through alignment with your true ruler. The verse invites you to view your mental energies as beings under your authority, and to choose those that advance your desired state. If doubt arises, revise: 'I am the ruler of these states; I appoint only those thoughts and feelings that serve my end.'
