The city can be your cherished desires, your health, your purpose; to defend them you must act from unity, not from fear. The Lord doing that which seemeth him good becomes the spontaneous alignment of your will with your desired outcome. So you do not chase results; you assume them as already in place and feel the certainty until it becomes visible. The mutual pledge in the verse is a disciplined trust that two aspects of you stand together in purpose. When this harmony is felt, courage rises as a natural vibration, and outward events begin to answer your inner state.
