Think of the verses as an instruction to the inner state. The cities are states of consciousness; the teachers are your disciplined faculties; the book of the Law is the living principle of your I AM. In Neville's view, the 'king' represents your dominant consciousness deciding to elevate the entire domain; the third year marks a renewal of faith and a commitment to training the self. The Levites and priests symbolize the reorganized mind: imagination, discernment, faith, and devotion. As you accept the role of teacher within, the inner law is taught to every aspect of your life; thoughts, feelings, and actions align to the law you now acknowledge. You are not petitioning a distant deity; you are awakening to the awareness that the law is you, and the teaching is the practice of living as that awareness. When you maintain this mental school, your outer world reflects the order you enforce within.
