Jezebel, in Neville's terms, is a state of mind pressing on the king's sense of self and authority. Ahab's sadness and refusal to eat reveal a belief that life withholds nourishment from the throne when fear or doubt lurks in the mind. In the inner drama, the king is the I AM, the awakened awareness that rules your world. The 'queen' who asks, 'Why is thy spirit so sad?' is a habit of consciousness that questions your sufficiency, not a person with power over you.
