The LORD’s pronouncement marks an inner consequence—when you identify with the I AM, you stop treating life as something to be punished outside. In Neville's terms, the verse invites you to revise the scene in consciousness: the 'dogs' are the unconscious appetites that feed on fear; by recognizing that the I AM is the perceiver and creator, you allow those appetites to be devoured by awareness.
